Georgia State Financing and Investment Commission (GSFIC) consists of the Financing and Investment Division and the Construction Division. The Financing Division is responsible for the issuance of general obligation bonds, the review of state authority debt financing, and the investment and accounting of all general obligation bond proceeds. The Construction Division provides the support services for GSFIC and is responsible for disbursing bond proceeds and for managing capital outlay projects funded, in whole, or in part, with bond proceeds. The Construction Division also provides the following services for State Agencies:

Director, Construction Services, GSFIC
With over 20 years of experience in Construction Project Management, Carmen Cureton is Georgia State Financing and Investment Commission’s Director of Construction Services. In this leadership role, she is responsible for disbursing bond proceeds and for managing capital outlay projects funded, in whole, or in part, with bond proceeds for GSFIC’s construction division. The Construction Division is comprised of the Design Review Group, Project Management and Quality Assurance, which all falls under Ms. Cureton’s oversight.
Ms. Cureton began her career as an intern with GSFIC in 1995 and during that tenure, she has been promoted through the ranks to her current Director position. Prior to joining GSFIC, she served 10 years in the US Air Force at Clark AB in the Philippines and in the 63rd Civil Engineering Squadron, Norton AFB, California. She also served 10 years in the US Air Force Reserves at Dobbins ARB in Georgia during her tenure at GSFIC.
Cureton is a graduate of Georgia Institute of Technology with a Bachelor of Science Degree in Building Construction. She has served as President of the Georgia Association of State Facilities Administers and is a member of the Women in Construction Association of Georgia. Additionally, she has served on several panels and industry engagements..
